Description
Describe the bug
Particles are not visible in most conditions, when Ignore All Vertex Lights is turned on, they suddenly become visible but overly bright, opaque and incorrect.
How do you reproduce the bug?
Go into any level like sm_pier_1, observe the lack of particles, toggle on Ignore Vertex Colors in the runtime options, observe particles.
What is the expected behavior?
Particles should display correctly and be affected by lighting and transparency as expected.

Research direction
Reproduce the issue in the sm_pier_1 level with the runtime options unchanged, then toggle Ignore Vertex Colors and compare particle visibility, brightness, opacity, and lighting. Trace the runtime particle rendering path from that reproduction; done means particles render visibly with correct lighting and transparency by default, without relying on either ignore option.
