Description

While we are at it, we also need to remove all rmm::device_uvector arguments from the public API. We use the mdspan infrastructure as a facade for these so that we're not having to expose rmm directly through the public APIs. RAFT does depend on RMM, but that dependency should be an implementation detail.

Research direction

Start by tracing the kmeans public API and its rmm::device_uvector arguments, then review the mdspan infrastructure used as the facade. Identify every public API that exposes rmm directly and replace those exposures with the intended abstraction; done means no rmm::device_uvector arguments remain in public APIs.
