Description

This is in preparation for eventually unifying more of our MNMG infrastructure.

ideally we would eventually be able to implement an algorithm which makes use of both mnmg ML and Graph primitives (perhaps HDBSCAN or SLHC?)

Research direction

The issue names no files, tests, or entry points. Start by locating the Python 2d partitioning and sub-communicator code in cugraph, then identify the corresponding MNMG infrastructure in RAFT. Done means the code has been moved in a way that supports eventual unified ML and graph primitives.
