Describe the bug

The maximum power the GPU on the Lenovo Ideapad Gaming 3 15ACH6 can use is 85W , On Windows that is the case under heavy workloads
But on Linux with dynamic boost enabled and nvidia powerd running , the power is limited to 64W
Or 75W if i switch my laptop to performance mode and reboot my system

(Linux dsitro doesn't really matter since this is a driver bug)

To Reproduce

I used "Portal with RTX" to showcase this bug but this bug happens on any graphically demanding application
The full power of my GPU is just not being utilized
On Windows this game was using 85W at the same area
Mangohud was used to measure the power usage on linux
