Describe the bug

Issue: GPU stuck at 100% utilization after resume from suspend, persists until reboot. Memory utilization remains at 1%, clocks are normal, no single process attributed. Occurs immediately on wake with dual monitor setup (4K@120Hz + 1080p@200Hz).
Workaround: Full reboot required to restore normal GPU behavior

To Reproduce

This happens on any wake from suspend so I am unsure of what the other requirements are.
