Ubuntu 20.04 and now the latest (was it 22?)
Fanspeed seems to only have 2 settings. Full blast or idle. I can increase fanspeed in Nvidia Settings but I cannot decrease it at all.
Software and OS shows the fanspeed at 0% all the time even when running at high speeds.
I've tried multiple versions since version 400. Currently on 515.65.01.
Nvidia GTX 1060
I've enabled root access in the Xwrapper.conf etc. If I run anything that needs the GFX card it goes full speed and never turns off.

Research direction
Start by reproducing the fan-speed behavior on Ubuntu 20.04 or newer with an NVIDIA GTX 1060 and driver 515.65.01, then trace the fanspeed controls and reporting path in the nvidia-settings source. Done means fan speed can be reduced after GPU use and the displayed percentage reflects the actual fan speed.
