Description
SIS lifecycle events are not yet reaching event-ledger in self-managed deployments.
Definition of Done
- SIS deployment-stage events reach event-ledger's CloudEvents ingestion endpoint in self-managed.
- Auth uses the static Vault-token path (no external OAuth2 provider), consistent with other self-managed services.
- No new failure mode is introduced when event-ledger is disabled or unreachable.
