Description

As we expand cuVS to different storage and database libraries, we are consistently seeing a need for efficient merges of one index (and potential one index type) into another.

FAISS has an API for efficiently merging indexes. We should have an API for this also and we should eventually back the GPU portion of the FAISS index merge API with RAFT/cuVS.
