Description
Hidden H2D copies in ACE path were previously added to preserve / mirror upstream ACE behavior
Need to re-evaluate because this goes against our contract of never hiding long-running memory allocations from user. Instead, we want to give user full explicit control over any long-running memory allocations.

Research direction
Start by reading the ACE-path behavior and the two linked discussions on pull request #1846, focusing on why hidden H2D copies were added and the contract they violate. Define the explicit-allocation behavior expected by the C++ API, then verify that the ACE path no longer performs long-running hidden H2D copies and that users retain control over those allocations.
