Description

Currently CAGRA accepts a pq dataset for search, but this feature will allow CAGRA to accept a PQ Dataset in CAGRA build. Initially, this will be enabled in the iterative CAGRA build algorithm and will not support out-of-core build. Future changes will allow it to be accepted in other build strategies (including out-of-core).
