Description

This issue will only cover the usage of JIT-LTO to reduce binary size of libcuvs.so. Other usages of JIT-LTO such as UDF support will be tracked separately. Also, JIT-LTO will be added to CUDA 12 when RAPIDS upgrades to driver r580.
