Description

Is your feature request related to a problem? Please describe.
A clear driver module to add driver based constraints such as driver breaks, enforcing a single driver to a route, maximum duty time for a particular driver, shift constraints etc

Describe the solution you'd like
Similar to vehicle constraints and fleet order constraints, it would make a lot of impact if we could have driver constraints. Because the driver constraints are what that will make or break the solution a lot in real life scenarios

Describe alternatives you've considered

Research direction

Start by reviewing the existing vehicle constraints and fleet order constraints in the routing implementation. Determine the scope and interface for driver breaks, single-driver routes, maximum duty time, and shift constraints; done means these driver rules are defined and supported in routing.
