[BUG] [cudf_polars] Single and spmd cluster stats collection for PDSH queries is broken

**Describe the bug**
Currently stat collection is properly functional for distributed cluster only. Both single/ spmd cluster doesnt have proper args to enable this, and hence will access `None` objects during execution.
