**Is your feature request related to a problem? Please describe.**
Currently the primary form of WSL that we do is that our notebooks are run late in the release cycle. This testing covers some of the core use cases but is insufficient to guarantee complete coverage.
**Describe the solution you'd like**
We should enable WSL testing in our CI.

This is currently blocked on rapidsai/build-planning#114.
