[Story] Complete support for rolling operations in cudf-polars

There are a number of operations in Polars that we would like to support with the GPU engine that fall under the broad umbrella of "rolling" operations. Some of these involve groupbys, while others operate on the entire frame. This is an umbrella issue to track the various requests.
