[libcu++] Enable multidimensional subscript operator for nvcc and nvrtc in C++23

Description
Multidimensional subscript operator is supported in C++23 by both nvcc and nvrtc. We should enable it once it's C++23 builds are part of our CI (after is merged #9141).
