Benchmarks for cccl.c and cuda.parallel

The cccl.c and cuda.parallel libraries are reaching the stage where it would be good for us to include benchmarks for them. E.g., using something like [GBench](https://github.com/google/benchmark) for C++ and [pytest.benchmark](https://pypi.org/project/pytest-benchmark/) for the Python side.
