[DOC]: Clean-up reference example code snippets in CUB

In contrary to Thrust reference code snippets, CUB code reference code snippets are cluttered. We need to reduce them, make them more concise and if possible reduce the chunks of comments that there exist some times and lift it to the explanation above the snippet.
