Description
I would like to recompile apex from scratch so I ran the command python setup.py clean --all. It removed some files yet the majority of generated files under build directory are still there. I had to manually delete the build folder in order to recompile apex.

Research direction
Start by inspecting setup.py's handling of python setup.py clean --all and identify why files remain under the build directory. Reproduce the command in a local Apex checkout, then verify that the generated build files are removed so Apex can be recompiled from scratch.
