Description

The recent commit pytorch/pytorch@23fde77 removed torch.nn.backends.backend.FunctionBackend from the torch.nn . This cause errors when using the apex library since the existence of this module is tested on apex/amp/utils.py on functions has_func, get_func and set_func. Simply removing the test appears to fix the problem since these functions were deprecated on Pytorch.
