Research direction
Start with the provider configuration at isvctl/configs/providers/minikube.yaml#L120-L126 and reproduce the report using the listed tags. Trace how those tags are interpreted during reporting, then verify that selecting them no longer causes entire categories to disappear and that the affected categories appear in the report.
