Description
pytorch_quantization is supporting 4bit, ONNX is supporting 4bit, but torch.onnx.export is not support 4bit. How to make 4bit pytorch_quantization .pt model export to .engine model?

Research direction
Start by reviewing the issue's interaction between pytorch_quantization 4-bit models, torch.onnx.export, ONNX 4-bit support, and the target .engine format. Identify the supported export path and define done as successfully converting a 4-bit .pt model into an .engine model.
