Start with the import in utilities.py and the traceback through tensorrt_bindings.init.py, then reproduce the failure in the reported Windows virtual environment. Compare the installed TensorRT, Python, CUDA, and GPU dependencies with the supported configuration; done means the TensorRT import succeeds without the DLL error.
