[R1a] Configure and verify real weather lookup access for the selected OpenClaw agent

## Outcome

The selected OpenClaw agent performs a real Hanoi weather lookup and returns supporting detail/source evidence.

## Scope and ownership

Declare lookup settings and secret references in the solution configuration, then apply and verify them on v1. This is an R1a follow-up outside the R0 gate.

Proposed owner: NemoClaw/agent integration owner for the selected lookup configuration.

This ticket records requested work. New product boundaries and supported combinations require the owning maintainer decision; no existing proposal is declared accepted here.

## Work

- Select a qualified lookup/search source. Use main's configuration model and existing web-search/provider-policy behavior as references, and verify support in the actual v1 deployment.
- Generate the required tool, model and network-policy intent with secret references. Apply those settings through v1's deployment/configuration path.
- Verify the tool executes a real lookup with the selected model and returns useful forecast/source detail.
- Check the declared configuration survives the supported setup/restart path and preserves unrelated agent configuration.
- Document prerequisites and failures; implement only demonstrated capability gaps.

- [ ] Evidence shows a real source lookup rather than an inference-only or canned fixture answer.
- [ ] Credentials and access remain scoped to their owning boundaries.
- [ ] The selected settings and required source access are reproducible.
- [ ] Lookup failure remains distinguishable from model and voice-transport failures.
