To support GTP with NCCL EP.
**Caveat**: ncclep is tested with nccl-2.30.7 but still have some bugs with the latest `nccl-2.31.2` ([thread](https://nvidia.slack.com/archives/C0AM1T8G6RK/p1788761250373269))
