docs: NeMo RL training doc container pointer in nvcr.io does not describe credential configuration

Describe the bug
Need an nvcr.io token in order to pull the listed docker. We need to have flows for Docker and enroot login. API key i believe is from https://org.ngc.nvidia.com/setup/api-keys
