[Task] Class design for the TIS export functions

Description

Inference P1

TIS export functions to generate model config files and to deploy the models, do pretty good job right now but they need a good class design. As we support TF, PyTorch, and HugeCTR, the code starts to look messy. This is a low priority task but we should come up with a nice class design for the export functions in the coming releases.
