I suspect that a lot of time has past since this information was written and that we might be facing general word rot.

Steps taken to verify documentation is incorrect

Noticed the 404 and peeked at the Dockerfile.
My instinct is that the suggested command--create a rapids-spec.txt file--is no longer accurate because line 4 of the Dockerfile appears to clobber any rapids-spec.txt file.

Start by checking the broken Databricks link in the cloud integration documentation and compare its instructions with cloud-ml-examples/databricks/docker/Dockerfile, especially line 4. Get SME or team-member guidance on the current steps, then update the documentation so the link and rapids-spec.txt instructions are accurate and verify the resulting links.
