I suspect that a lot of time has past since this information was written and that we might be facing general word rot.

Noticed the 404 and peeked at the Dockerfile.
My instinct is that the suggested command--create a rapids-spec.txt file--is no longer accurate because line 4 of the Dockerfile appears to clobber any rapids-spec.txt file.
