Description

Watching the processing logs, I saw this message:

2023-08-28 19:15:02,075 - NWS - DEBUG - Skipping 'excessive heat warning' -- not relevant

I wonder if this is correct, since we have configured processing for heat advisory and heat warning

I put the bulletin that caused this message in test_files/nws_heat_advisory_2.json if we want to inspect it more closely.
