Description
Watching the processing logs, I saw this message:
2023-08-28 19:15:02,075 - NWS - DEBUG - Skipping 'excessive heat warning' -- not relevant
I wonder if this is correct, since we have configured processing for heat advisory and heat warning
I put the bulletin that caused this message in test_files/nws_heat_advisory_2.json if we want to inspect it more closely.

Research direction
Start with NWS.py at the configured heat advisory and heat warning processing, then inspect test_files/nws_heat_advisory_2.json to compare the bulletin with the logged classification. Done means determining whether the bulletin should be processed and documenting or testing the expected handling.
