Description

Storymaps should at least support basic next/previous navigation with keyboard arrows. Based on things we've seen with TimelineJS, providing optimal accessible keyboard navigation is likely to be nearly impossible without a level of rewrite that we aren't currently prepared to commit.

Research direction

The issue does not name files or tests. Start by locating the Storymaps navigation entry point and existing next/previous behavior, then assess how arrow-key input can provide basic navigation without expanding into the proposed full accessibility rewrite. Done means keyboard arrows reliably move between story sections.
