Description
Issue #650 will require input in the form of an IODA file generated from the aircraft bufr dump file.
Tasks:
- Figure out all the variables needed, probably from the yaml
- Write the converter file.
- Update 2/8 to add that the aircraft vertical velocity is being added to this
- Run and compare outputs to the original yaml outputs
