Description

When the GDASApp is built in the global-workflow, most users do not need to run the ctests in GDASApp. Therefore, they don't need to be built.
GDASApp developers may optionally turn ON building the tests for development purposes.

Building of the GDASapp currently takes about 50 minutes to an hour.

This will need work in all the dependent repositories to have an option such as -DENABLE_TESTS=ON|OFF
