Back to bump!
We need to prepare a localization operator to "switch on" the Ens. Var. in @JohnSteffen-NOAA 's real-time parallel and we need to start using anysotropic correlations at least in the tropics, which I suspect is one of the root cause of the unphysical state of the Tropical Atlantic.
