Description
We don't currently have testing in place (as far as I can tell, we never did in CI) or releases for Windows builds of WRF-Python (we did have these on conda-forge at one point, but dropped them following the build system changes).
It'd be great to get this going again.

Research direction
Review the repository's existing CI and build configuration, then compare it with the former conda-forge Windows setup mentioned in the issue. Define the Windows platforms, build path, CI coverage, and release process needed; the work is done when Windows builds are tested in CI and releases are available again.
