updated CLM surface data & parameter file

Start by reviewing issue #198 and the proposed user_nl_clm settings for the B1850C_LTso experiment. Confirm the appropriate CESM tag or sandbox, input files, and namelist changes with the listed contacts; the work is done when the agreed run configuration is documented and ready to schedule.

Purpose of the run

Land model updates in B1850C_LTso experiment.

It was a little unclear after our meeting when this should be slotted in, but I'll start the discussion here:

Land model has:

• New surface data (5.4 surface data with CMIP7 data in cesm_alpha07b) &
• Updated parameter file ('cal115' not yet in a CESM tag),
• Request for turning of glacier longwave downscaling from @adamrher

Maybe it makes sense to do this from a clone of # 198?

• As such, I'll recommend the same land finidat as in # 198 to avoid runoff issues from Greenland
