Description
Description
Capgen passes all arguments into the Group cap as flat-fields. This causes a runtime error when using GNU if some fields aren't allocated at runtime (Intel does not report error).
Steps to Reproduce
See #689 for new test with error.

Research direction
Start with the new test referenced in pull request #689 and reproduce the GNU runtime error involving unallocated fields passed by Capgen into the Group cap. Trace the Capgen and Group cap handling implicated by that test; done means the test no longer reports an error under GNU when fields are not allocated at runtime.
