Loading and using consistent Constants structure

Description
DefineConstants.m is made and used but called several times. Additionally, there are a number of locations where constants are just hardwired instead of using from this one structure. Make all consistent.
So far, the constant structure is called from:
- WV Retrieval
- HSRL retrieval
- Temperature Retrieval
Furthermore, places where constants are used but not loaded from here are:
- Hitran calculations for temperature processing
- HSRL conversion
- PlotRetrievals.m
