local size of pio aggregated data should not exceed 2GiB

Description
Due to a bug in ROMIO with the fix proposed https://github.com/pmodels/mpich/pull/2888
the total contiguous size of data cannot exceed 2GiB. I propose adding this as a limit in PIO
until the fix in ROMIO is widely available.
