Make VerifyObs work with EnKF output

Description
VerifyObs only works with HofX and Variational feedback files. I will not be able to make it work with EnKF feedback files (very different HDF5 group naming conventions than for HofX and Variational) before leaving. I'm adding this issue so others are aware.
