Description
What
Automated publication actions need a re-usable utility to generate a dashboard dataset mdx file from a stac collection that has already been published to a catalog. Some or all of this work is already available in pr #165. See comment in issue 180 for more context on how this will be used.

- script that can run locally or used in github action will generate a basic .data.mdx file for veda-config from an existing collection in a stac catalog
