Description
Upgrade the following MAAP/VEDA/Disasters Images/GHG Hubs python base images:
- Pangeo
- ISCE3 and ISCE3-gpu (MAAP only)
- Pangeo Tensorflow
- Pangeo Pytorch
All the Hubs will probably use the same image at this point, since the MAAP extensions can run in all hubs.
Only the OGC compliant MAAP v6+ will be updated?
Please add to the list below things we should check or consider including.

These upgrades should pull gdal 3.13+ which includes more optimized NISAR compatibility.
