Description
@slesaad @brianmfreitag we're starting to get random requests for accounts on VEDA Hub, and more so on MAAP Hub. With MAAP Hub we have an established policy and workflow for account request with Stinger ultimately deciding who can have an account. I think we need a similar policy and flow for the OpenVEDA hub so it's easier to handle requests, and so we can update the docs to be clear who should make an account request.

- Clarify or change the github account requirement (are we still using this?)
- Refer public requests to a different hub?
