Moderate
Right now there's no way to edit expansion sets, just create and delete. It would be useful to be able to make changes rather than having to make an entirely new set should a list of activities change.

Research direction

The issue names no files, tests, or entry points. Start by locating the code that creates and deletes expansion sets, then trace how their activity lists are represented and persisted. Done should mean an existing expansion set can have its activities changed without creating a replacement, with coverage for the edit behavior.
