Currently all activities must be valid to simulate a plan. This forces users to delete activities that they are not yet ready to finalize.

In addition, users may want to test swapping activities while retaining the representation in a plan.

Another use case is to ignore activities that have no effect on simulation.

For all the above use cases having an option to exclude an activity from a simulation run is needed.
