Moderate
Currently all activities must be valid to simulate a plan. This forces users to delete activities that they are not yet ready to finalize.
In addition, users may want to test swapping activities while retaining the representation in a plan.
Another use case is to ignore activities that have no effect on simulation.
For all the above use cases having an option to exclude an activity from a simulation run is needed.
EDIT: Tentatively planned for FY25

Research direction
Start with the requirements in AERIEQS-339 and the issue's three use cases: unfinished activities, swapped activities, and activities with no simulation effect. Define how an activity is marked for exclusion and what simulation behavior and acceptance criteria are required; no files, tests, or entry points are identified in the issue.
