Create 'uploading' state for simulation dataset

Description
Right now the 'success' state is set for a simulation dataset even when the dataset is still uploading. This can confuse when a simulation is finished vs when dataset is actually ready for use. This ticket is to add an additional state to the simulation dataset called 'uploading' that is set when the worker is uploading results to the database. After 'success' can be set when there is no more work left and the simulation dataset if fully ready to use.
