Related problems
User-defined tags assigned to Constraints or Scheduling Goals don't show up in the plan view; they are only visible on the editor pages.
Describe the feature request
The tags would be useful to a much broader set of users if visible from within the plan.
i.e. I'm scanning the list of Constraints in my plan and would like at-a-glance to see what is a flight rule vs a user-defined constraint

Research direction
Start in the plan view's Constraints and Scheduling Goals panels, since the issue does not name specific files or tests. Trace how these lists render their entries and compare them with the editor pages where tags are already visible. Done means user-defined tags appear at a glance for both kinds of entries in the plan.
