Run History File might incorrectly log SCLK-SCET file version when SCLK-SCET creation is disabled

Description
IMAP (which doesn't generate SCLKSCET files) observed that in 1.6.0, the "Latest SCLKSCET file post-run" column is updated to match the latest SCLK kernel number each run when it should likely just record a "-" to indicate that no new products of that type were generated.
