Description

Per @jordanpadams

Issue came up during FSW upload on testbed that we should really provide a capability to reload a different tlm dictionary from the GUI. We can maybe even use the directories or something in config.yaml to figure out how to choose the dictionaries.

We might need to brainstorm on whether this fits in Core or GUI (or probably both) and how we want this to work but it seems like a good piece of functionality for testing during development.

Research direction

No files or tests are named. First clarify whether the capability belongs in Core, the GUI, or both, then review config.yaml and the existing dictionary-selection flow. Done means the GUI can choose and reload a different telemetry dictionary for FSW upload testing.
