Description

Variable size packets are frequently used between integration and operations, as well as in debug modes, where packets may be different sizes and rates.

Typically this is handled in the dictionary, with the equivalent of a switch statement.

ie

decom packet_size

switch packet_size

size A
decom x

size B
decom y

Research direction

Start by reviewing the packet dictionary and existing decom handling, since the issue describes variable-size downlink packets being selected by packet_size. Done means supporting multiple packet sizes and rates, with each size dispatching to its corresponding decom definition; the issue names no files or tests.
