Description
Much like our telemetry dictionary handling in mentioned in #366, our command definitions support a ccsds flag indicating that commands should be wrapped in a CCSDS packet. It's rather implicit instead of explicit, poorly documented, and better handled via explicit command extensions or via server output stream handlers.
Let's drop this functionality.
